Environmental Permits and Certifications
NWRB Water Permit
The National Water Resources Board (NWRB) is the government agency which manages and regulates all water resources and services in the Philippines. It integrates and coordinates all water related activities that have social, environmental and economic impacts in the country.
The NWRB is responsible for ensuring the optimum exploitation, utilization, development, conservation and protection of the country’s water resource, consistent with the principles of Integrated Water Resource Management.
NWRB Water Permit refers to a document issued by NWRB that allows a certain entity to have the rights to use the public water source such as rivers, creeks, brooks, springs, lakes, lagoons, swamps, marshes, subterranean, or groundwater and seawater.
Special Land Use Permit
Special Land Use Permit (SLUP) is a privilege granted by the government to a person or entity to occupy, possess and manage in consideration of specified return, any public forest lands for a specific use or purpose.
Tree Cutting Permit (TCP)
A TCP serves as proof of authorization for the removal or cutting of trees in public and private places that pose danger to human lives and/or properties as evaluated by DENR, or trees that are planted within tenured forestland or private land.

Environmental Compliance Certificate (ECC)
The Environmental Compliance Certificate or ECC refers to the document issued by the DENR-EMB that allows a proposed project to proceed to the next stage of project planning, which is the acquisition of approvals from other government agencies and LGUs, after which the project can start implementation. ECC serves as a proof that the project is already compliant with the requirements set by the Department of Environmental and Natural Resources.
Certificate of Non-Coverage (CNC)
A Certificate of Non-Coverage (CNC) is the equivalent of an Environmental Compliance Certificate (ECC) for projects that are not expected to have significant impacts on the environment.
Foreshore Lease Agreement (FLA)
FLA is an agreement executed by and between the DENR and the applicant to occupy, develop, utilize, and manage foreshore lands. It may also cover marshy lands or lands covered with water bordering upon the shores or banks of navigable lakes or rivers.
Special Forest Land Use Agreement (FLAg)
This is a contract between the government as first party, represented by the Secretary or the Regional Executive Director concerned, and a second party or a person, authorizing the latter to temporarily occupy, manage and develop in consideration of a government share, any forestland of the public domain.

Forest Land Use Agreement for Tourism Purposes (FLAg-T)
FLAg-t is a contract between the DENR and a natural or juridical person, authorizing the latter to occupy, manage and develop, subject to government share, any forestland of the public domain, for tourism purposes.
Special Use Agreement in Protected Areas (SAPA)
This is an instrument issued to private persons or groups that allow them to make productive use of a protected area.
Certificate of Overlap (CNO)
This refers to the certification issued by the concerned Regional Director of the National Commission on Indigenous Peoples (NCIP) attesting to the fact that the area affected by a particular plan, program, project or activity does not overlap with any ancestral domain.
Free and Prior Informed Consent (FPIC)
This is the consensus of all members of the Indigenous Cultural Communities (ICC)/Indigenous People (IP) to be determined in accordance with their respective customary laws and practices, free from any external manipulation, interference and coercion, and obtained after fully disclosing the intent and scope of the activity, in a language and process understandable to the community.
This is an important document that indigenous people can use to claim their rights to self-determination, consultation, and participation in decision-making. Governments and corporations should be very careful to honor this consent because this is a standard that is protected by international human rights law.
