The 2025 Green Report Card: Proof That Progress is Possible

As 2025 comes to a close, it’s a natural time to reflect.

This has been a challenging year. With the severe floods and the frustrating controversies over public projects, it’s easy to feel like we’re not making headway.
But from our vantage point, that isn’t the whole story.

As we’ve tracked the policies, investments, and hard-fought legal battles all year, we’ve also seen significant, genuine victories for environmental stewardship.

These “wins,” big and small, are the building blocks for a more resilient 2026.

People stand in front of a large green report card

As we pause to set our goals for the New Year, we wanted to share our “Year-End Green Report Card”—a few of the key milestones that give us hope:

  • A 30-Year Wait for Justice Ends: The landmark closure of the Marcopper mine disaster case, securing a $100-million settlement for the rehabilitation of Marinduque. This is a monumental win for environmental justice and corporate accountability.

  • A Clear Path for Carbon Markets: The Department of Energy (DOE) issued the General Framework for Carbon Credits, a foundational policy that finally unlocks a clear path for carbon finance and investment in clean energy projects.

  • Massive Funding for Climate Action: The 2025 national budget allocated a record ₱1 Trillion for climate initiatives, a 123% increase, signaling a serious government commitment to funding resilience and adaptation.

  • EPR Act Moves into High Gear: With the 2025 50% recovery target, the Extended Producer Responsibility (EPR) Act moved from policy to practice, driving hundreds of companies to invest in waste management and circularity.

  • A Blueprint for Responsible Mining: The turnover of the Mercury-Free Processing Facility in Sagada (planetGOLD project) provided a tangible, working model of how small-scale mining can be safe, responsible, and profitable.

  • Private Sector Leads on Green Buildings: Ayala Land’s $225M sustainability-linked loan with the IFC set a new benchmark for the industry, committing to scale up green, climate-resilient buildings using EDGE Zero Carbon standards.

  • A New Alliance for Clean Air: The Philippines signed a partnership with South Korea for the CASA project, a major step toward building advanced data and monitoring systems to fight air pollution.

  • Streamlined & Clearer Compliance: The DENR issued new EIA guidelines (DMO 2025-01), streamlining the process for projects in Protected Areas and bringing much-needed clarity to the compliance framework.

No single policy or project is a complete solution. But taken together, this list shows that progress is happening.

It is real, measurable, and the direct result of collaboration between government, industry leaders, and engaged communities.

This is the proof that our shared goal—an equilibrium between progress and preservation—is not just possible, but is actively being built, one milestone at a time.

Thank you for being part of this collective effort. We wish you a reflective and hopeful New Year, and we look forward to building on this momentum with you in 2026.
